Unincorporated county, a single junk vehicle or a trash-strewn yard: that’s a public-health nuisance complaint under county Chapter 159. Start with Environmental Health below — the same route that handles illegal dumping. The county names the Planning Department and the Sheriff’s Office as its partners in enforcing that ordinance, and county planning sits under Development Services below. The county’s stated approach is voluntary compliance first, going to court only if that fails.
Unincorporated county, junkyard-scale (more than a few wrecked or inoperable vehicles stored on one property, or a vehicle-storage business): different rules apply — setbacks, fencing, and a registration requirement — enforced by the same Development Services office below. County code requires that kind of complaint in writing, with your name, address, and phone number attached.
A single abandoned or junked vehicle specifically is treated separately from a junkyard under state law — mention that it’s one vehicle, not an operation, when you call.

A division of the Haywood County Health & Human Services Agency (HHSA), at the same Paragon Parkway campus as Haywood County Public Health, with its own direct line separate from Public Health's Main number. Handles well and septic system permits and inspections, water-supply testing, and food/lodging/pool permitting and inspections, among other environmental-health duties.

The county doesn't have a standalone "Code Enforcement" office — Development Services handles building inspections, permits, planning, and zoning/erosion-control enforcement (fax 828-452-6791). Separately, the county's public-nuisance ordinance — Chapter 159, Public Health and Solid Waste Awareness and Compliance — is enforced by Environmental Health working in conjunction with the Planning Department and the Sheriff's Office, and it applies only in the unincorporated areas of the county. It covers accumulation of trash, objects that hold water and breed mosquitoes, and rodent harborages; the county's stated goal is voluntary compliance, with court action only when that fails. The county's Fire Marshal's Office is also organized under Development Services (site breadcrumb: Development Services > Building Inspections > Fire Marshal) — it handles burning-permit questions, whether burning is allowed on a given day, and burn bans; the actual permit itself is issued by the NC Forest Service's online system, not this office.

Waynesville is the one town Haywood County's own Inspections Department excludes from its jurisdiction — inside Waynesville town limits/ETJ, the Town's own Building Inspections Department (number above) issues building permits and handles property-maintenance/junk-vehicle code enforcement instead of the county.
